Adobe Photoshop Anime?

I draw pictures but they never look good with just colored pencils. I want the photoshop software, but can someone explain the difference between the Adobe Photoshop Elements 5.0 and the Photoshop CS2. Please!!

some difference of 5 to cs2 are the new effects that can be apply to your drawing,, i bet your an artist right,, if so,, by using just any other photoshop programs u can make u art look great,,

when making a simple drawing just use the paint brush, that will do all the trick! (..play with the size of brush and the percentage of the solidness of each strokes, like starting with a very light drawing then darken the parts that need to be darkened.

A good adobe for anime I think is Illustrator

but as to your question elements is for photos and photoshop is for all the above you can do everything on it.
