i've noticed that this is only for phoroshop,
not photoshop elements.

does anyone know where do i find it

You need a full standard version of Photoshop to get all the Photoshop goodies.

well i beleive in all photoshop you can pick a color and then change the balance to it ( blue, red, green, cyan, magenta etc) to create a blend. Id reccommend upgradeing to Adobe Photoshop CS3, yes its exspensive ( either $1,000 or $2,000) BUT if you can find a local Art Institute near your area and ask a studen there to buy it for you that student can get not only Photoshop CS3 but can also get Illustrator CS3, and some other programs.
