I am thinking about getting adobe premiere elements (packaged with premiere elements for $150).
What features does the full version of photoshop have that Photoshop Elements doesn't have?
Also, is there a better (more featured) program out there for graphics editing/painting that costs less then photoshop?

First of all, Photoshop Premiere Elements is two programs, one for editing photographs and the other (Premiere) for video.
If you want to just edit photos, then you want to get Photoshop Elements. You will find it for perhaps less than $90, the list price is $100. The full Photoshop is really a professional level program running anywhere from around $700 to over $1000. Yes it will do edits that Elements will not but it makes little difference if you are not a well trained user of Photoshop. Elements will do everything that you will probably want to do. Of the programs that you buy, not free such as GIMP, it is in my opinion the best. I have and have used Print Shop Pro and Photo Impact.
