I don't have photoshop and neither does anyone I know. Can you photoshop my eyes this color blue?

The other answerer has some good references in case you want to do this yourself.

Here's a sample of what could be done using Match Color (Image/Adjustments/Match Color). Trying to exactly insert the color and brightness of the sample photo eye to the model's eyes made her look like an alien, so the brightness was reduced somewhat.

if you can try yourself, use gimp, and open image, select eye areas with lasso tool and either adjust hue, or create new layer and paint blue then use layer overlay,
